Scenery: Ha Long wins on drama (1,600 sea karsts) but Ninh Binh wins on variety (karsts, rivers, rice paddies, caves). Access: Ninh Binh is 2 hrs by train ($5) or car ($40), Ha Long 3.5 hrs each way plus boat transfer. Crowds: Ninh Binh less crowded except at Hang Mua summit. Cost: Ninh Binh day $30 total, Ha Long day $50-70. History: Ninh Binh has Hoa Lu, the first capital of independent Vietnam (968-1010); Ha Long has fishing villages and Cannon Fort. Score: Ninh Binh 5-1.
When Ha Long still wins
One case: you want to sleep on a boat. An overnight cruise ($120-250 pp) in Bai Tu Long or Lan Ha Bay is a genuinely different experience — kayaking at dawn between islands, no crowds, cooking demos, seafood dinners. Do this for 2 nights if possible; 1 night on the boat feels rushed. Sea kayaking specifically is the one thing Ninh Binh can’t offer. Everything else Ninh Binh does as well or better.
The best two-day combo
If you have 3 days from Hanoi: Day 1 train to Ninh Binh, stay at Tam Coc Garden or a rural homestay ($30-60). Day 2 boat at Trang An, cycle to Hoa Lu, evening back to Hanoi. Day 3 optional overnight junk in Ha Long or Lan Ha. If forced to pick one: Ninh Binh. The historical traveller in particular gets much more — Bich Dong Pagoda in the karst cliff, Thai Vi Temple, and the ancient capital ruins are unmatched.
